T&T Group seeks to build port city like Rotterdam, airport city like Changi in southernmost Vietnam
Vietnam’s conglomerate T&T Group aims to develop a port city like Rotterdam and an airport city like Changi in the southernmost province of Ca Mau, which holds a strategic position in the Mekong Delta.

After Ca Mau and Bac Lieu provinces were merged recently, the new Ca Mau covers an area of over 7,942 square meters, with 64 administrative units and a population of approximately 2.6 million.
The province is envisioned as a hub of fisheries, energy, and eco-tourism in the Mekong Delta, while also holding a strategic role in the country’s island and maritime economy development.
At the meeting, T&T Group proposed investing in the Hon Khoai island cluster, building a "port city" model similar to Rotterdam, the Netherlands.
The proposed port city will consist of several key zones like port, industrial, and logistics areas; transshipment zones; urban development regions; and back-office areas, Hien said.
This model is not only about creating a port city but also about making the port itself a driving force of urban development.
T&T Group also noted its vision for an airport city, inspired by Singapore’s successful Changi Airport model.
With the airport at its core, surrounding areas would be developed into a vibrant financial, commercial, tourism, and entertainment hub, further boosting the development of this southernmost region.
The group also proposed investments in industrial and logistics zones in the Nam Can Economic Zone.
Ca Mau has been making significant strides in infrastructure development. Notably, key highways like the Can Tho-Ca Mau Expressway and the Ca Mau-Dat Mui route are set to be game-changers. These roads will help promote economic growth, ensure national defense and security, and create new spaces for trade, services, and investment.
In particular, the construction of vital infrastructure projects holds great significance, connecting Hon Khoai Port and turning the region into an international gateway. This would establish the area as a key economic maritime port and contribute to transforming Hon Khoai into the "Southernmost Continent" of the country.
T&T Group has also proposed investing in a high-speed road linking the former Ca Mau town with the former Bac town under a public-private partnership (PPP) model. Once completed, this road will connect directly to the national expressway system, forming a coastal expressway network for the entire Mekong Delta.
Hien highlighted that upon completion, the road would create an important economic corridor, maximizing the land use potential and existing transportation infrastructure, and driving future economic transformation in Ca Mau.

In the field of energy and industry, Ca Mau, with its three-sided coastline, is considered an energy center of the region.
Experts believe the potential for electricity generation in this southernmost part of Vietnam is enormous. Ca Mau is currently a national leader in wind energy, while its potential for solar energy and biomass power from agricultural and aquatic by-products is also high.
According to the Adjusted National Power Development Plan VIII (PDP8) approved by the Prime Minister on April 15, 2025, by 2030, the former Ca Mau province would develop 15 wind power projects and one solar power project, with nine still lacking investors.
Similarly, the former Bac Lieu province has 18 wind power projects and one solar power project planned for 2030, with 17 still awaiting investors.
In light of this, T&T Group proposed studying and investing in these planned projects while offering to support local authorities with urban planning and feasibility studies on clean energy development. The goal is to make Ca Mau a major "electricity export hub" for both the Mekong Delta and Vietnam.
T&T Group also proposed developing an education, sports, and cultural center in the former Bac Lieu region, built around its historical and cultural assets. It said it is ready to support the development and management of the provincial Sports Complex and research on expanding youth football training programs locally.
Hien said that following the merger, Ca Mau now has significant development opportunities, with many unique strengths across various sectors.
In addition to the proposed investment projects, T&T Group, with its broad partnerships with international corporations and global experts, is ready to accompany Ca Mau in urban planning, transportation connectivity, renewable energy infrastructure, and cultural and sports development, he said.
Lam Van Bi, Vice Chairman of the provincial People’s Committee, praised the strong, long-standing collaboration between T&T Group and the province. He noted key projects such as the new urban area in the former Ca Mau town (now An Xuyen ward), and the social housing project with over 1,200 units, which began construction on August 19.
Given Ca Mau’s substantial untapped potential, he expressed strong support and appreciation for the strategic investment proposals presented by T&T Group.
