Two wind power plants in central Vietnam eligible for commercial operations after prolonged delays

Two wind power projects in Gia Lai province, with a combined investment of nearly VND4 trillion ($152 million), are now eligible for commercial operations after years of regulatory delays, local authorities said.

The Tay Nguyen Processing Wind Power Plant and the Phat Trien Mien Nui Wind Power Plant have been granted power generation licences and approved by state utility Vietnam Electricity (EVN) for commercial operation, Gia Lai Vice Chairman Nguyen Huu Que said on Thursday.

The provincial Department of Industry and Trade has issued an operating licence to Chu Prong Gia Lai Wind Energy JSC to run the Tay Nguyen Processing Wind Power Plant, which has an installed capacity of 49.5 megawatts and total investment of VND1.92 trillion ($72.89 million).

The project is located in Bau Can commune and is connected to the grid via the 110-kilovolt busbar of the Phat Trien Mien Nui wind power substation.

The Phat Trien Mien Nui plant, developed by Chu Prong Gia Lai Wind Power JSC, has the same installed capacity of 49.5 MW, comprising 15 turbines of 3.3 MW each, with a total investment of VND1.92 trillion ($72.85 million).

The plant spans Bau Can, Ia Tor, and Gao communes and connects to the national grid through a dedicated 110-kV transmission line linked to the Dien Hong-Chu Se substation.

Both projects have been granted operating licences valid until the end of 2045.

Based on the licences and legal and technical documentation submitted by the developers, EVN’s Electricity Power Trading Company (EPTC) has approved the commercial operation date (COD) for both wind farms, starting December 22, 2025.

This move enables the projects to formally execute their power purchase agreements (PPAs) with EVN and begin supplying commercial electricity to the national grid.

Binh Dinh and Gia Lai provinces were merged in July to form the new Gia Lai which borders Dak Lak, Quang Ngai, Cambodia, and the East Sea.
