Vietnam parliament okays appointment of two ministers

The National Assembly, Vietnam’s legislature, on Monday approved the appointment of Khanh Hoa province’s Party chief Nguyen Hai Ninh as Minister of Justice, and Yen Bai province’s Party chief Do Duc Duy as Minister of Natural Resources and Environment.

Previously, in early June, the parliament approved the appointment of Minister of Justice Le Thanh Long as Deputy Prime Minister.

Meanwhile, Minister of Natural Resources and Environment Dang Quoc Khanh had been relieved from his positions for violations while on duty.

In early August, the Party Central Committee stated that Khanh had violated the regulations on Party members’ code of conduct and responsibilities to set a good example as leaders, as well as rules on preventing and fighting corruption and wrongdoings.

New Minister of Justice Nguyen Hai Ninh, 48, comes from Hung Yen province. He has a doctorate degree in law and a bachelor’s degree in administration.

Ninh is a Party Central Committee member for the terms 12th (alternate) and 13th - the current term.

Before 2006, Ninh was deputy director of the Department of Law under the Central Internal Affairs Commission. He later became deputy director of law and judicial reform at the Party Central Committee Office.

Ninh then held the position of secretary of the chief of the Party Central Committee Office, and was later assigned to be Vice Chairman of Dak Lak province.

In March 2019, he became deputy chief of the Party Central Committee Office. Since April 2021, he has held the position of Khanh Hoa province's Party chief.

New Minister of Natural Resources and Environment Do Duc Duy, 54, comes from Thai Binh province. He has a master’s degree in construction.

Duy is a Party Central Committee member for the 13th term and a National Assembly member for the 15th term - the current term.

He used to be a construction design engineer and a lecturer at Hanoi University of Architecture. Duy later moved to the Ministry of Construction, working as an expert, deputy director of the Personnel Organization Department, chief of the Ministry Office, and then Deputy Minister of Construction from 2015 to 2017.

From 2017 to 2020, he was Chairman of Yen Bai province. He has been Party chief of Yen Bai since 2020.

On the same day, the National Assembly passed a resolution to elect chief of the Supreme People’s Procuracy Le Minh Tri as Chief Justice of the Supreme People’s Court.

Tri succeeds Nguyen Hoa Binh, who has been approved by the National Assembly to become Deputy Prime Minister for the 2021-2026 term.

Le Minh Tri, 64, comes from Ho Chi Minh City. He has a bachelor’s degree in law. Tri is a Party Central Committee member for the 12th and 13th terms and a National Assembly member for the 14th and 15th terms.

The National Assembly also elected Nguyen Huy Tien, standing deputy chief of the Supreme People’s Procuracy, as chief of the entity.

Tien succeeds Le Minh Tri, who has been elected by the parliament as Chief Justice of the Supreme People’s Court.
