The committee found that Party leaders of the Lao Cai People's Committee for the 2011-2016 term had violated the Party's principles and rules, lacked responsibility, and shown loose leadership and direction, allowing the committee and many organizations and individuals to seriously violate State laws in activities related to minerals.

Some cadres and Party members declared false or inaccurate asset statements; violated the Law on Anti-corruption; showed deterioration in political ideology, morality, lifestyle; and breached regulations of the Party members' code of conduct and responsibility to set a good example.

These violations caused serious consequences, leading to a significant loss in State money and property and bad public opinion that affected the reputation of Party organizations and local authorities to the point that they must face disciplinary action, according to the committee.

"Responsibility for the violations and shortcomings belongs to the Party leaders of Lao Cai People's Committee for the 2011-2016 term and Nguyen Van Vinh, former Party Central Committee member, Lao Cai's former Party chief and the province's former chairman."

The Central Inspection Committee also proposed disciplinary action against other senior officials in Lao Cai, including Doan Van Huong, former deputy Party chief and former chairman; Nguyen Thanh Duong, former vice chairman; Nguyen Ngoc Hung, former vice chairman and former Department of Industry and Trade director; and Mai Dinh Dinh, former director of the Department of Natural Resources and Environment.
